The 2006-2010 Galician Plan for Research, Development, and Technological Innovation-Incite included training activities for researchers from the Human Resources Programs (RHS). One of these programs is the Isidro Parga Pondal funding program for incorporation of researchers with verified post-doctoral training into public research entities. The beneficiaries of this funding can include universities from the Galician University System that are offering any of the projects or lines of research listed in the proposal and that encourage the hiring of research personnel selected for such purposes. Although this plan is no longer in effect, it included the possibility to call for the extension of the Isidro Parga Pondal program and the previous awards.
Extension: The duration of the funding from the Isidro Parga Pondal program will be 3 years. This funding will be subject to an extension of up to 2 years, but while taking into account:
- The availability of budgeting in the 561B program and at the corresponding hiring university.
- The employment regulations that cover the contracts must allow such an extension.
- The contents of the 2011-2015 Galician Innovation Plan.
- The activities carried out by the researcher during the first three years of the contract.
The selection of the applications will be done by experts outside of the SUG with the collaboration of the ACSUG, in accordance with the rules established in the call for applications. This evaluation will be sent to the selection committee, which will produce the decision proposal. The authority to decide how this funding is awarded corresponds to the head of the Council for Culture, Education, and University Planning.
Evaluation of the Quality of Scientific-Technological Production and Activity:during the second year of extension, the beneficiaries of this funding will be subject to an evaluation process designed to obtain the certificate of compliance with the requirements for quality of production and scientific-technological activity, which implies a noteworthy professional trajectory. This evaluation will take place (under the general principles of objectivity, independence, and quality of the evaluations) by experts from outside of the Galician University System, with the collaboration of the ACSUG, based upon the documentation provided by the parties involved and in accordance with the criteria and documentation indicated in the applicable regulations. A positive final evaluation will be issued when the minimum criteria established for each of the phases are fulfilled, as indicated in article 6.1 of the July 20, 2005 Resolution of Spain's Secretariat of Universities and Research, which establishes the evaluation criteria for the incentives program for incorporation and intensification of research activities (Official State Gazette no. 204 of August 26).
